The original intent for HITECH was to promote and foster meaningful use of electronic health information systems.  HITECH coordinates with HIPAA in terms of security and privacy rules but differs in that monetary compensation was made available for providers who submitted to assentation review and auditing. For medical providers who have implemented an Electronic Health Record system, HITECH provides specific patient rights, structure for data transfer, and requires data stewardship of PHI data that aligns with HIPAA.
